Merey Mukazhan was appointed Deputy Secretary General of the Organization of Turkic States (OTS) in November 2023, following his nomination by the Heads of State at the Tenth Summit of the OTS in Astana. Born in Kaynar, Abay region, Kazakhstan, in 1986, he holds a Bachelor’s and Master’s degree in International Relations from Middle East Technical University in Türkiye and a degree in Accounting and Audit from Shakarim University in Kazakhstan. He also earned a Master’s degree in Public Policy from University College London under Kazakhstan’s prestigious “Bolashak” scholarship.
Mukazhan has a distinguished diplomatic career, serving most recently as Counsellor at the Embassy of Kazakhstan in Türkiye, and previously holding various senior roles at the Ministry of Foreign Affairs of Kazakhstan. His experience spans international relations, strategic development, and anti-corruption initiatives, with postings in Austria, Slovenia, and international organizations in Vienna.
Mukazhan is fluent in Kazakh, English, Turkish, and Russian, with intermediate proficiency in French and German. He has received several honors, including the “30 Years of the Diplomatic Service of Kazakhstan” medal and multiple certificates of appreciation for his contributions to diplomacy and public service.
