Ms. Danielle Bell is the Head of Mission for the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU) and the representative of the Office of the UN High Commissioner for Human Rights in Ukraine since August 2023. She leads a team of 75 professionals focused on monitoring and reporting on the human rights situation in Ukraine, strengthening protections, fostering access to justice, and ensuring accountability for violations.
Previously, Ms. Bell served as Chief of the Human Rights Office for the UN Assistance Mission in Iraq (UNAMI) from 2018 to 2023 and led the UN human rights component in Afghanistan from 2015 to 2018. With over two decades of experience, she has worked in various conflict and post-conflict contexts, including Afghanistan, Iraq, Sudan, and Timor-Leste.
Her career began as a Policy Analyst with the Ministry of Women’s Equality in British Columbia, focusing on gender mainstreaming. Ms. Bell holds an MSt. in International Human Rights Law from the University of Oxford and MA and BA degrees from the University of Victoria. Her research has covered women’s labor rights in Indonesia and human rights and policing in Afghanistan.
